Arizona is no longer just the state of the Grand Canyon and desert golf courses. Over the past five years it has quietly become one of the most important places on Earth for building the physical backbone of artificial intelligence: the computer chips that make AI possible in the first place.
Governor Katie Hobbs said in July 2026 that Arizona has attracted more than 70 semiconductor-related expansions since 2020, representing over $314 billion in investment across the supply chain. Taiwan Semiconductor Manufacturing Company (TSMC), the world's most important chipmaker, now has more money committed to its Phoenix campus than the annual economic output of most countries. Intel, which has been building chips in Chandler since 1979, is fighting to stay competitive with a new generation of factories there. And around all of it, a growing web of AI software companies, data centers, and self-driving car projects is turning metro Phoenix into a genuine AI economy, not just a chip-factory town.
This guide walks through (some of) the companies, the money, the government policy, and the very real trade-offs behind Arizona's rise, using the most current publicly available information. This is a enormous movement that changes and grows daily, so consider this a non-comprehensive but hopefully nevertheless useful primer.
Why Arizona Became the "Silicon Desert"
Arizona didn't stumble into this. Its chip-making roots stretch back to the late 1940s and early 1950s, when Motorola set up early semiconductor operations in Phoenix, and deepened in 1979 when Intel opened its first Chandler plant. Decades later, chipmakers scouting new U.S. factory sites found a familiar mix of advantages already in place: flat, buildable land; a workforce with generations of semiconductor experience; a dry climate with few earthquakes, hurricanes, or floods to threaten a factory that can't afford a single day of downtime; and a state government forward-looking and willing to compete hard with tax credits and fast permitting.
Arizona also sits next to California, letting companies draw from the same talent pool at a lower cost, and it has spent years building the community college and university pipeline needed to staff a fab. The result is a nickname the industry now uses without irony: the "Silicon Desert." Arizona accounts for roughly 6.4% of the country's semiconductor jobs despite having only 2.2% of its population, according to a 2025 CBRE research report.
TSMC Arizona: A $265 Billion Bet on American Chips
No company shows Arizona's transformation better than TSMC. The Taiwan-based company makes the advanced chips that power the iPhone, Nvidia's AI processors, and most of the world's high-end electronics. TSMC picked Phoenix for its first serious U.S. factory in 2020, starting with a $12 billion commitment. That number has climbed almost every year since: to $40 billion in 2022, $65 billion by 2023, $165 billion in March 2025, and a staggering $265 billion as of July 2026, when the company suddenly pledged another $100 billion to keep pace with soaring demand for AI chips.
The first factory, known as Fab 21, began mass-producing advanced 4-nanometer chips in late 2024 for customers including Apple, Nvidia, AMD, and Qualcomm. According to Taiwan's National Development Council, the fab posted a $514 million profit in its first full year of high-volume production and reached chip yields of about 92%, on par with TSMC's home plants in Taiwan. That result quieted early doubts about whether the company could replicate its manufacturing discipline outside Taiwan. A second fab finished construction in April 2026 and is set to begin producing more advanced 3-nanometer chips in 2027. TSMC now employs more than 3,000 people in Arizona, with tens of thousands more jobs expected as later phases come online, including 40,000 construction jobs tied to the newest expansion.
Governor Hobbs has called the campus "the nation's epicenter for advanced semiconductor manufacturing and innovation." and for once, this isn't hyperbole. The U.S. federal government backed the project with up to $6.6 billion in direct grants under the CHIPS and Science Act, finalized in November 2024 to help fund the first three fabs.
The growth hasn't been free of friction. TSMC brought in more than 1,000 skilled workers from Taiwan to get the first fab built on schedule, and as recently as early 2025, roughly half the fab's workforce was still Taiwan-born, a sore point for local unions and the subject of a discrimination lawsuit. TSMC says that percentage will fall as U.S. hiring ramps up, and the company has since built an apprenticeship program with Arizona community colleges to help speed that transition along.
Intel's High-Stakes Comeback in Chandler
Intel's Arizona story is much older, and right now more complicated. The legendary chips company has operated in Chandler since 1979 and has invested more than $50 billion in the state over four decades. In 2021, it broke ground on two new fabs, Fab 52 and Fab 62, at its Ocotillo campus, as part of a $20 billion expansion.
Fab 52 came online in 2025 as Intel's most advanced U.S. factory, producing chips built on the company's new 18A process, the first 2-nanometer-class chip technology designed and manufactured entirely in the United States. It's now making Intel's newest laptop and server processors. The federal government finalized $7.86 billion in CHIPS Act funding for Intel's U.S. fabs in November 2024, with about $3.9 billion of that tied specifically to the Chandler campus.
But Intel the company has been through a pretty rough stretch. After posting an $18.8 billion loss in 2024, new CEO Lip-Bu Tan began an aggressive restructuring in 2025 that cut Intel's global headcount from roughly 125,000 in 2023 to under 100,000 by the end of 2025, including several hundred jobs in Chandler. In an unusual move, the Trump administration converted $8.9 billion of Intel's unpaid CHIPS Act grants and defense funding into a roughly 10% direct ownership stake in Intel in August 2025, a first-of-its-kind arrangement that ties Arizona's Intel campus even more directly to federal industrial policy. Despite the turmoil, Intel's stock has rallied sharply since, and its Chandler factories remain central to the company's bet that it can win back ground from TSMC.
The Supply Chain Behind the Chips
TSMC and Intel get most of the headlines, but Arizona's semiconductor strength runs deeper. More than 200 semiconductor-related companies now operate in the state, forming a supply chain that covers nearly every step of chipmaking.
For example, Amkor Technology, headquartered in Tempe, broke ground in October 2025 on a $7 billion advanced packaging and testing plant in Peoria, the last step in chipmaking, where finished silicon gets assembled, tested, and prepared for shipment. It's expected to create up to 3,000 jobs, with production starting in 2028.
Or take onsemi (yes, lower case letter "o"), headquartered in Scottsdale and employing roughly 23,000 people worldwide, is one of the largest makers of the power and silicon-carbide chips that keep data centers, electric vehicles, and AI server racks running efficiently.
Microchip Technology and NXP Semiconductors both run major engineering and manufacturing campuses in Chandler, each employing roughly 1,700 people.

AI at Work: Data Centers, Robotaxis, and Homegrown AI Companies
Chips are the foundation, but Arizona's AI economy shows up in daily life too.
Metro Phoenix has become one of the country's largest and fastest-growing data center markets, home to the huge server farms that actually run AI software. Microsoft has built more than 550 acres of data centers in Goodyear and El Mirage as part of its Azure cloud network. Google, Meta, Compass Datacenters, Vantage, and NTT have all built or expanded major campuses in Mesa and Goodyear. One proposed project in Pinal County, the Vermaland/La Osa development, could eventually reach 3 gigawatts of capacity across 3,300 acres, enough electricity to power a mid-size American city.
Arizona is also a proving ground for AI on wheels. Waymo, the self-driving car company majority-owned by Alphabet (Google), launched its first commercial robotaxi service in Phoenix - fully driverless - in 2020 but actually has been testing autonomous vehicles in the state all way back in 2015. In 2025, Waymo and auto supplier Magna opened a 239,000-square-foot factory in Mesa to build more than 2,000 self-driving vehicles, aiming to double production capacity by the end of 2026.
Homegrown AI companies matter too. Scottsdale-based Axon, best known for Taser devices and police body cameras, has built AI-powered video review tools into one of the fastest-growing public safety technology businesses in the country. Blue Yonder, also based in Scottsdale, uses AI to help major retailers manage supply chains. And Arizona State University became OpenA's first higher-education partner in January 2024. The relationship expanded in 2025 to give every ASU student, faculty member, and staffer free access to ChatGPT Edu, which has powered nearly 700 AI-related campus projects.
Building the Workforce: From Community College to Cleanroom
None of this works without workers, and Arizona's community colleges and universities have built one of the country's fastest, cheapest pipelines into the chip industry.
Maricopa Community Colleges' "Quick Start" program trains new semiconductor technicians in just 10 days for $270 in tuition, fully covered by grants for Arizona residents. Since it launched in 2022, more than 900 students have completed it and 864 have earned technician certifications. TSMC has co-developed a registered apprenticeship program with Maricopa colleges, and Governor Hobbs has launched Arizona's first state-recognized semiconductor apprenticeship track.
All three of Arizona's public universities are involved too. Arizona State University (ASU) was chosen by the U.S. Department of Commerce to host the largest of the federal government's flagship CHIPS Act research facilities, a national lab that will include the world's first 300-millimeter chip prototyping and packaging center. The University of Arizona in Tucson opened a $35.5 million expanded semiconductor cleanroom in February 2026, more than doubling its size, and has signed research partnerships with universities in Taiwan. Northern Arizona University in Flagstaff received $13 million to launch a microelectronics metrology training program. Arizona's AI and Semiconductor Policy Playbook
Arizona's growth hasn't happened by accident. The Arizona Commerce Authority offers several tools that companies actually use:
The Qualified Facility Tax Credit gives refundable income tax credits to manufacturers, including chipmakers, who invest capital and create jobs in the state.
Other programs cover research and development tax credits, accelerated depreciation, and the Arizona Competes Fund, a deal-closing fund for major projects.
On top of the state incentives, the federal CHIPS and Science Act has directly funded Arizona's biggest projects, and Governor Hobbs has stood up two new AI-focused efforts: a 19-member AI Steering Committee formed in May 2025 to write the state's first AI governance framework, and the Arizona Capacity and Efficiency Initiative, launched in March 2026 to use AI to find up to $100 million in wasteful state spending over three years.
The incentive story took a real turn in 2026, though. After backlash over data centers' water and power use in communities like Tucson, Chandler, and Marana, state lawmakers paused the Computer Data Center sales tax exemption for three years, from July 2026 through June 2029, as part of the state budget Governor Hobbs signed in June. "Arizona is a partner in progress. We are not a blank check," Hobbs said when announcing the move, which is expected to save the state roughly $57 million. The pause does not touch the separate Qualified Facility Tax Credit that semiconductor manufacturers like TSMC, Intel, and Amkor primarily rely on, and it doesn't affect data centers that were already certified. Developers rushed to file 113 applications for the old exemption in the two weeks before it closed.
The Trade-Offs: Water, Power, and Growing Pains
Arizona's AI and chip boom runs on two things the desert doesn't have much of: water and electricity.
A single TSMC fab uses nearly 5 million gallons of water a day, and chipmaking requires "ultrapure" water that's far cleaner than what comes out of a tap. TSMC says it currently recycles about 65% of that water on-site, with a goal of reaching 85% to 90% once a new water reclamation plant, which broke ground in 2025, opens in 2028. Intel's Chandler campus has returned more than 3.5 billion gallons of treated water to the local aquifer since it built an on-site recycling plant with the city of Chandler. Still, the growth is landing in a state that draws more than a third of its water supply from the drought-strained Colorado River.
Electricity is an even bigger flashpoint. Arizona Public Service (APS), the state's largest utility, currently peaks at around 8,200 megawatts of demand and has roughly 30,000 megawatts (!) of data center connection requests sitting in its queue, an amount that would nearly triple its business if every request were approved. Statewide electricity demand grew 8% in 2025, four times the national growth rate, driven largely by data centers and chip fabs. APS is now seeking a roughly 14% rate increase, and Salt River Project (SRP) raised its fixed monthly charges 50% for homeowners in late 2025, both citing the cost of building out the grid. Arizona's Attorney General has publicly challenged the APS rate request, and Governor Hobbs' Energy Promise Task Force warned in April 2026 that unchecked data center growth could require up to 29,000 megawatts of new power capacity statewide.
None of this means the boom is unwelcome. Arizona's leaders, across the political spectrum, still see chips and AI as the state's biggest economic opportunity in decades. But 2026 marked the first year Arizona clearly said the growth needs guardrails, not just tax breaks.
What Comes Next for Arizona's AI Economy
Arizona's bet on chips and AI is still in its early innings. TSMC's third and fourth fabs, Intel's next process node, Amkor's Peoria plant, and a wave of new data centers are all set to come online between 2027 and 2030, which should push Arizona's semiconductor workforce well past the 25,800 direct jobs the state counted in 2023. At the same time, the state is now actively managing the downsides of that growth, water use, electricity costs, and how state government itself uses AI, rather than simply chasing every project that shows up.
For a state once known mostly for copper mining, golf courses, and retirement communities, that's a significant shift. Arizona is no longer just hosting the AI revolution's factories. It's starting to help write the rules for how that revolution grows responsibly.
