Amkor reports $553 million in Arizona plant costs, with no CHIPS grant payments received

Amkor Technology, a Tempe-based company that packages and tests computer chips, had incurred $553.3 million in construction-related costs for its Peoria plant by September 30, 2026, according to its quarterly SEC filing.
In its October 27 SEC filing, Amkor also says it has received no funds from its federal CHIPS Act award of up to $407 million. The construction total includes $8.5 million in interest added to the project’s costs.
How the grant works
The award is conditional, with payments tied to construction and production milestones. Zero receipts alone do not establish a delay or cancellation. The U.S. Department of Commerce can audit compliance, and the award provides for reductions, termination or repayment under its terms.
The federal grant is separate from investment tax credits and state and local incentives discussed in the filing. No CHIPS grant payments does not mean no public support.
Jobs and Arizona’s chip supply chain
The facility would add a later stage of chip manufacturing to Arizona: packaging and testing chips after fabrication. Amkor says the campus will serve AI, computing, automotive and communications markets.
Amkor’s September expansion announcement raised planned investment to approximately $12 billion and projected more than 3,500 Arizona employees across two phases. Its published schedule targets initial production in 2028, with phase-two construction expected to finish by the end of 2029.
Amkor’s Arizona AI careers page already lists facilities engineering, electrical maintenance and logistics openings. Its broader workforce plan includes technicians with associate degrees or relevant certifications, and manufacturing operators typically entering with a high-school diploma and specialized training. Requirements vary by position.
Actual grant payments, completed construction, hiring and operating capacity are the milestones to track as the project develops.
