American Express Phoenix Data Center Expansion

American Express is building a new data center in north Phoenix. A City of Phoenix building permit issued on June 13, 2025 covers a 240,000-square-foot data center at 19400 N. 56th Street in Desert Ridge, on the same street as the company's office campus, at a stated value of $260 million.

Proposed data center in 19400 N 56th St, Phoenix. Operated by American Express.

This is a proposed or under-construction project. It is not operating capacity, and announced projects do sometimes change scope or fail to proceed.

The short version

City records call the project American Express - Project Odyssey and name the building IPC West. Permits for its backup batteries and diesel fuel tanks were issued in June, July and August 2026, and the building permit was still open when we checked on October 10, 2026. The building is under construction, and we found no record that it is in service. American Express has not announced it. No public record we found gives its power capacity or an opening date.

What the city records show

  • The building permit, number BLD 25010088, describes the work as new construction of a 240,000-square-foot data center, gives the type of business as data center, and names Holder Construction Company as the contractor.
  • The city assigned the address 19400 N. 56th Street in August 2024 under the project name American Express Data Center.
  • A permit issued in April 2026 describes a single-story data center building with a single-story office space, about 263,000 square feet in total, and states a value of $360 million.
  • Permits issued in June and July 2026 cover backup power: battery systems, six 30,000-gallon underground diesel tanks and fifteen smaller day tanks.
  • The city's facilities permit for the building names it IPC West. The permits name the Arizona State Land Department as the owner of the land.

What is not known

  • The power capacity. A tracking site lists a proposed 7.25 MW American Express data center, but its record gives a different address, 3151 W. Behrend Drive, and names no permit. We could not tie that figure to this building and do not show it.
  • The opening date. The building permit runs to June 2027.
  • Whether the new building will replace the company's long-time Phoenix data center on Behrend Drive or run alongside it.

American Express's other Phoenix data center

American Express's long-time Phoenix data center is the Information Processing Center at 3151 W. Behrend Drive in Deer Valley, a building of about 300,000 square feet. Aligned Data Centers bought that building in September 2022, and city permits show American Express still using it in 2024 and 2025. It has its own page, American Express Information Processing Center.

Why other sources disagree

  • No press report or company announcement we found mentions the new building, so listing sites have not caught up with the city's permit records.
  • Listing sites still show American Express at the Behrend Drive address, and one shows a data center at the office campus address, 18850 N. 56th Street.
  • American Express's annual reports list data centers in Phoenix without giving an address.
  • An earlier version of this page said the 7.25 MW listing probably described the Behrend Drive building and not a new project. The city permits show that a new data center is being built, and we corrected the page on October 10, 2026.

Our own notes

These remarks are Arizona AI's own. They say how this record is counted or what we could not find, so there is no outside page to link.

Arizona AI found no certificate of occupancy for the building in the city's records, and the building permit was still open when we checked on October 10, 2026. Arizona AI lists the floor area as 240,000 square feet, the figure in the building permit's description of the work. The same permit's data field gives 236,279 square feet, and the later permits give 239,344 and about 263,000 square feet, the last with the office space included. Arizona AI found no announcement from American Express and no press report about this building. Arizona AI found no public record of the building's power capacity or its opening date. Arizona AI could not tie that listing to the Desert Ridge building: the tracker's record gives a different address and names no permit, and the city's permits for the new building state no power figure. Arizona AI therefore shows no power figure on this page. An earlier version of this page said the listing most likely described the Behrend Drive building and not a new project. The city permits show that a new American Express data center is being built, and Arizona AI corrected this page on October 10, 2026. Arizona AI gives the full history of that building on a separate page, American Express Information Processing Center. Arizona AI found no address for a Phoenix data center in American Express's annual reports. The Behrend Drive data center is known as the Information Processing Center, or IPC, which may explain the name IPC West. No source says so directly. The city permits Arizona AI read for the campus address name office buildings. The data center permits are for a separate address, 19400 N. 56th Street.
