Sr. Program Specialist (Workforce Development)

This position serves as the operational coordinator for workforce development programs at TSMC Arizona’s F21 facility, connecting HR, Finance, Legal, Construction, headquarters, and external workforce partners. It tracks milestones, hiring and training activities, budgets, invoices, participant progress, and compliance requirements associated with programs such as apprenticeships and on-the-job training. The specialist analyzes program information, identifies risks or delays, recommends solutions, and prepares updates and decision materials for management. The role also maintains audit-ready documentation and supports federal and state reporting connected to the CHIPS funding framework. It suits an organized program professional who is comfortable exercising independent judgment, managing detailed records, and coordinating stakeholders in a large manufacturing, construction, or technology environment.

Requirements

Bachelor’s degree in HR, business, public administration, organizational development, communications, or a related fieldAt least 3 years of workforce development, program coordination, or internal operations experienceExperience coordinating HR, Finance, Legal, Operations, or other cross-functional teamsBudget management, financial tracking, and program reporting experienceKnowledge of federal or state workforce program compliance and stakeholder coordinationStrong Excel, data management, communication, organization, and attention-to-detail skills
