Air Liquide (Airgas) in Arizona: Key Developments

How does Air Liquide (Airgas) fit into AI?

Modern AI runs on physical silicon, and that silicon passes through several hands before it ever answers a question. Here is the path, and where Air Liquide (Airgas) sits on it. Stages not marked below are shown for context and are not claims about Air Liquide (Airgas).

  1. Chip design: Companies like Nvidia, Apple and AMD design the chips. Chip designers decide what a chip does and hand the blueprint to a factory. The three companies whose designs matter most to AI - Nvidia, Apple and AMD - do that work elsewhere, then send the designs to fabs. None of them owns a fab of its own.
  2. Wafer fabrication (here today): Fabs print billions of transistors onto silicon wafers. Hydrogen for the TSMC Arizona fab site. A fab prints a design onto a polished disc of silicon called a wafer, layer by layer, until billions of transistors exist where there was blank material. It is the hardest and most expensive step in the chain, and the reason a single factory can cost tens of billions of dollars.
  3. Advanced packaging: Wafers are cut and assembled into finished chips. Packaging cuts a finished wafer into individual chips and assembles them, often stacking several pieces of silicon and memory into one component. For AI chips this step is nearly as demanding as fabrication, and a wafer is not a usable product until it is done.
  4. Servers and devices: Chips are built into AI servers, phones and PCs. Finished chips are assembled into the things people actually buy and deploy: data-center servers, phones, laptops. This is where a chip stops being a component and starts being a product.
  5. AI in use: Data centers and devices run AI models on that silicon. The end of the chain: models answering questions, generating images and driving software, running on the silicon every earlier step produced. Every AI service anyone uses is running on physical hardware somewhere, and that hardware started as a wafer.

About Air Liquide (Airgas)

What Air Liquide does

Air Liquide is a French industrial gas group, founded in 1902, with its head office in Paris. It reported revenue close to 27 billion euros for 2025 and about 65,000 employees in 59 countries.

Electronics: its Electronics business had revenue of 2,465 million euros in 2025, 9% of group revenue. It supplies chipmakers with carrier gases, mainly from on-site plants, plus specialty materials, advanced materials, equipment and services.

Airgas: Air Liquide completed its purchase of Airgas on May 23, 2016. The deal was announced at $143 per share in cash, a total enterprise value of $13.4 billion on a fully diluted basis. Airgas goes to market as "Airgas, an Air Liquide company," and Air Liquide USA says it employs 18,800 people in the U.S.

In Arizona

Phoenix gas plant on S. 45th Ave.: Air Liquide has an industrial gas plant at 301 S. 45th Ave. in west Phoenix, known locally as Air Liquide America Corporation. EPA records list the site as Air Liquide Specialty Gases LLC and as Airgas, classed as industrial gas manufacturing. It makes acetylene: a risk management plan filed with EPA in May 2019 covers an acetylene process there.

Tucson gas plant: EPA records list an operating industrial gas plant at 8700 E. Old Vail Rd. under the Air Liquide name, and another EPA record lists Airgas at the same address.

Supplying TSMC: Air Liquide supplies hydrogen, helium and carbon dioxide to TSMC Arizona from its gas plant at 32500 N. 51st Ave. in north Phoenix, which EPA records name the "Air Liquide Gas Plant - TSMC." The plant sits at the west edge of the TSMC site, on part of Linde's parcel that a 2024 federal draft environmental review says Linde will sublease to Air Liquide, "which will provide bulk hydrogen to both the Facility and the general market."

City of Phoenix permits record the plant's two 20,000-gallon liquid hydrogen tanks (on a permit listing TSMC Arizona as the owner) and its helium, liquid nitrogen and carbon dioxide systems, all completed in 2025. June 2026 permits, now completed, covered hydrogen and helium systems that Air Liquide installed in TSMC's Fab 21 Phase 2 buildings.

The 2022 agreement: on January 25, 2022, Air Liquide announced a long-term agreement to supply ultra high purity hydrogen, helium and carbon dioxide to "one of the world's largest semiconductor manufacturers" at a new manufacturing site in Phoenix. It planned to invest nearly $60 million to build, own and operate on-site plants.

Air Liquide's executive vice president Michael J. Graff called Arizona "a State where Air Liquide has an established presence and significant infrastructure." The Phoenix City Council had adopted an industrial gas pipeline license for Air Liquide on October 6, 2021, the same day as one for Linde.

Growing with TSMC: a February 2026 city electrical permit covers phase 2 of the "Air Liquide Bulk Gas (BG) and Steam Methane Reforming (SMR) project at Taiwan Semiconductor Manufacturing Company". Steam methane reforming makes hydrogen from natural gas. An October 2026 permit covers "bulk piping from Air Liquide to TSMC": new hydrogen, helium and carbon dioxide lines for TSMC's next fab phases.

The 2026 announcement: on July 16, 2026, Air Liquide announced over $160 million for a new on-site plant making ultra-pure, low-carbon hydrogen with carbon capture, at "the latest fab expansion of a global leader in advanced semiconductor nodes," building on its "existing presence at the site." It is set to begin operations in 2028.

Arizona AI does not add the 2022 and 2026 figures together.

Recognition: Airgas said on October 28, 2026 that the Arizona Commerce Authority recognized Airgas and Air Liquide at its recent Governor's board meeting for their contributions to Arizona's economy.

Airgas stores: Airgas's Arizona store locator links to ten store pages in eight cities: Flagstaff, Mesa, Peoria, Phoenix (two), Safford, Tempe, Tucson (two) and Yuma, including a dry ice location in Tempe. The stores sell gases, welding and safety supplies and have no published role in Air Liquide's chip work. Each is listed under "Other Arizona locations" below.

People: Arizona AI found no published Arizona headcount. Current Arizona roles are listed in the jobs section of this page.

Not Arizona: Air Liquide's July 2025 investment of more than $50 million at a chip site is in the Southeastern United States, not Arizona.

Role in AI and chips

Fab gases, not chips: Air Liquide makes no chips. It supplies the hydrogen and other high-purity gases wafer fabs use. It says hydrogen is "primarily used in wafer manufacturing, annealing, and removing surface oxides".

Demand from AI: Air Liquide says its new Arizona plant will supply gases needed "to manufacture the most advanced chips driving tomorrow's AI infrastructure and high-performance computing."

Controversies and Issues

2001 refrigerant settlement (closed): in June 2001 the U.S. Department of Justice and EPA announced a Clean Air Act settlement with Air Liquide America Corporation. It covered allegations that refrigeration systems at 22 facilities in 18 states, including its plant in Tucson, released ozone-depleting refrigerants and broke repair and recordkeeping rules.

Air Liquide agreed to a $4.5 million civil penalty under a federal court consent decree in which it did not admit the allegations and denied violating the Act. EPA's enforcement record lists the case as closed on May 1, 2017.
