The Manager, Program Cost Controls oversees EVMS compliance, training, communications, and assessments for aerospace and defense programs at RTX. This position collaborates with program managers, business leaders, control account managers, and government customers to drive EVM maturity and improve cost and schedule management processes. The role involves leading teams through EVM events, reviewing compliance with regulations and standards, conducting technical training, and providing guidance on proper implementation practices. This position suits experienced cost control professionals with deep EVMS expertise who can influence across organizational boundaries and mentor program teams to adopt stronger project management disciplines. The work combines technical EVM knowledge with leadership and communication skills to ensure programs deliver value while maintaining contractual compliance.

Requirements

Bachelor's degree in Business Administration or equivalent experience with minimum 8 years relevant experience (or advanced degree with 5 years experience)Demonstrated expertise in Earned Value Management Systems, program controls, and cost/schedule integrationKnowledge of EVMS compliance, reporting requirements (IMS, IPMR/IPMDAR), and government standardsAbility to conduct training, create professional communications, and deploy EVM tools to program teamsStrong communication and influence skills across all organizational levels and with government counterpartsActive or ability to obtain U.S. Secret security clearance; U.S. citizenship required
