Manager, Cost Modeling and Proposal Analysis

The position sits within Raytheon’s estimating organization and independently manages major proposal efforts from initial cost requests through final submission. The work involves building cost models, analyzing labor and material estimates, establishing pricing targets, validating actuals, and presenting proposal information to leadership. The manager partners with program, finance, engineering, contracts, and other functions while guiding estimating approaches and supporting customer negotiations and government audits. The role also includes mentoring estimators, improving estimating tools, and ensuring proposals meet applicable federal acquisition requirements. It suits an experienced proposal, pricing, or cost analyst who is highly analytical, organized, comfortable leading through influence, and able to work in a hybrid environment in Tucson while meeting U.S. citizenship requirements.
